The Public Safety Department has seized your fingerprints illegally. There is no law, no Administrative Rules or Regulations, no requirement in the Driver's Manuel mandating fingerprints by inkless scanning device. If you believe your body and your bodily information is your private property protected against seizure without due cause, you support our efforts to once again be able to be issued a license without fingerprinting (biometric measurement database) in Georgia. On 5/3/00 the Board of Public Safety voted to approve an amendment that allows citizens to renew with the fingerprint if the fingerprints have been previously (illegally sezied) submitted. We have made an open request to be informed if renewing with the fingerprint is mandatory or voluntary as the Rules and Regulation do NOT state MUST. Although the law requires a 3 day response to Open Records Requests we have as yet to receive a response. On 5/3/00 and 8/9/00 the Board of Public Safety refused to vote on Dr. Sandra Lance, D.C.'s Non-Felon's Individual Fingerprint Exemption Request (that should not be necessary as there is no law requiring the fingerprinting). On 8/9/00 Mr. Chris Brasher, Sr. Asst. Attorney General, counsel to the Board of Public Safety,informed Dr. Lance more than once that it is not necessary to include the fingerprint policy in the R&R. It is the responsibiliy of the Attorney General's office to ensure citizens that State Agencies obey the law. Mr. Jim Shuller, Public Information Office, Department of Public Safety, informed Dr. Lance in written correspondence that it "was not found to be necessary to include the fingerpring policy in the Adminstrative Rules and Regulations". It is the duty of the Public Information office to provide accurate information to citizens as part of the Open Records Act. Governor Roy Barnes, Chair, Board of Public Safety, Corrections Commissioner Jim Wetherington, Co-Chair, Board of Public Safety, Col. Robert Hightower, Commissioner Department of Public Safety, and Chris Brasher, Sr. Asst. Attorney General, and the entire Board of Public Safety and Department heads involved with Driver's licenses take an OATH OF OFFICE TO DEFEND THE CONSTITUTIONS OF GEORGIA AND THE UNITED STATES OF AMERICA. Now that this issue has been brought before them can we expect the law-enforcement agencies to obey the law, issue Dr. Lance a Driver's License without fingerprinting by inkless scanning device (or any other biometric measurement such as the currently planned retinal eye scanning kiosks) and DESTROY THE ILLEGALLY SEIZED/COLLECTED FINGERPRINT DATABASE. 36 Agencies now transmit fingerprints in Georgia according to FBI Director Milton Nix, Jr. 9/6/00 BPS Meeting Commissioner Hightower, (base salary $127,000Y) has the right to authorize other state agencies to access the fingerprint database. The FBI initiated it's digitized fingerprint program 8/10/99. At that time 13 states had digitized fingerprinting. Just yesterday, Fingerprint Ojbector/Fugitive, Sandra Lance met a non-felon, non-criminal, non-forgorer working at the drugstore whose license expired in July 2000. He quit his job, stopped driving and "has no life" now because he is unwilling to have his fingerprint on that governmental database that can go "to who knows who to who know where". SB 322, the Fingerprint Objector's Bill was never allowed a Committed by Sen. Daniel Lee of the Public Safety Committee. Speaker Tom Murphy "can't help Fingerprint Objectors" because "if you were in a Tornado like those in South Georgia last year we wouldn't be able to bring the mobile unit to give you a licese when you paper I.D. was destroyed in the tornado". Dr. Lance's State Rep. Jim Martin does not support her request for a Driver's License without fingerprinting that she has able to get for over 30 years because the homeless need to be fingerprinted for I.D. Dr. Lance's State Senator voted against the Fingerprint Relief on the last day of the legislature. Please advise if you are willing to assist in current efforts to let Fingerprint Objectors and Fingerprint Fugitives out of the virtual reality prisons they live in having committed no crime.
